Abstract
A Study on Securing Railroad Fund By Station Area Development - Focusing on Gyeonggi Province - This thesis aims to check the current situation of railroad construction around Gyeonggi Province for prospective expansion of train networks and to find ways to secure financial resources by comparing the examples of other countries. Having no authority in the field of construction and management, Gyeonggi Province has to bear the expenses of railroad in case that the main railroads are to be built on it. Such being the case, in future, it will be very hard for Gyeonggi Province to bear all the financial resources to expand railroad network. To secure the railroad funds, many approaches can be made to attract private capital. To find a reasonable solution to this problem, this thesis tried to come up with an idea how to secure railroads funds through developing station influence area. There might be three ways to secure financial resources for railroad. First, to develop station nearby (influenced) area by focusing on the development of present train stations and second, to develop nearby station area when new railroad lines are to be made, and third, to secure financial resources for constructing railroads. To make the first way successful, a special law on the development of station nearby area has to be made. To make the second way successful, the increase of the ratio of investment on the train to investment on the road should be made. That is, from present level 5:1 to 5:5 (road: train). Besides those, it is necessary to bring in a similar special law which was adopted in Japan titled as " special law on the development of residential land and railroad all together." To make the third way successful, a plan to secure financial resources for railroad construction has to be arranged in various ways. That includes such arrangement as changing the distance between station and station in order to make the expenses for railroad construction less expensive. This thesis can be a basis in this field such as giving people a momentum to think about the development of station area and therby making the continuous city development feasible.
