Abstract
경제발전으로 인한 유통량 및 승용차의 증가로 인해 우리나라의 도로 수요가 지속적으로 늘어나고 있으며 이에 따라 도로건설사업도 증가추세에 있다. 이러한 도로는 이동성과 접근성을 높여주는 경제 및 문화활동에 필수불가결한 요소이지만 자연과 생활환경을 훼손시키는 결과를 초래하였다. 따라서 도로건설사업의 추진 과정에서 자연환경의 훼손을 우려하는 목소리가 높아지고 있에 이에 따른 갈등이 빈번히 발생하고 있다. 도로건설 사업에 의한 환경문제는 어느 한 지역이 아니라 노선이 통과하는 지역에서 광범위하게 발생하기 때문에 노선선정단계부터 사업시행으로 인한 환경적인 영향을 충분히 검토하고, 그 결과를 계획 및 설계에 반영하는 것이 중요하다. 그러나 현재로서는 계획초기단계에서의 환경에 대한 검토과정이 거의 없거나 형식적으로 이루어지고 있으며 환경성 검토의 대부분이 노선이 선정되고 난 후인 기본설계나 실시설계 단계에서 시행되는 환경영향평가제도에 의존하고 있다. 따라서 환경영향평가서의 검토과정에서 노선 자체에 대한 문제가 제기되어 협의가 길어져 결과적으로 도로 건설 사업 추진이 지연되는 경우가 많게 된다. 따라서 본 연구에서는 도로계획단계에서 환경친화적인 도로노선을 선정할 수 있도록 하는 친환경성 평가방법 즉, 환경영향 최소화 경로의 생성 및 대안노선의 환경성 평가 방법을 제안하였다. 제안되는 친환경성 평가 모형의 적용단계는 기존의 도로건설절차와 환경성의 관계를 분석하여 결정하였고, 도로노선 선정시 고려되어야 할 환경요소들을 문헌연구를 통해 검토하였으며 이를 토대로 2분야-8개항목-45개지표 로 구성된 환경지표 체계를 구측하고 평가 모형을 개발하였다. 각 환경지표의 가중치는 다기준 의사결정기법 중 하나인 AHP를 적용하여 산출되었다. 또한 환경성 평가의 도구로서 GIS를 활용하여 물리적으로 표현하고자 하였으며, GIS 기반의 공간분석기법을 활용하여 환경영향 최소화 경로의 생성 및 각 대안노선별 평가방법을 구축하였다. 이를 실제 도로건설 계획구간에 적용하여 사례 지역의 환경영향 최소화 경로의 생성 및 실제 계획 노선의 친환경성을 평가하였다. 이러한 결과를 통하여 이 논문에서는 도로가 개발되는 지역에 환경성 평가를 GIS 정보를 이용하여 쉽고 간단히 수행 할 수 있도록 하고, 이를 바탕으로 환경영향 최소화 경로를 선정하여 설계자가 환경적 기준으로 활용할 수 있도록 하는 이른바 환경적 의사결정 지원 기능을 수행할 수 있는 방법을 제안하였고 이는 경제성, 기술성 등과 함께 최적의 도로노선 선정을 위한 의사결정에서 객관적인 자료로 활용이 가능할 것이며, 더 나아가 환경친화적인 국토개발계획에 활용될 수 있을 것이다.
Alternative Abstract
The rapid economic growths during last several decades have resulted in increase in trading volume and various types of vehicles which, in turn, have resulted in increase in demand for road and thus the road constuction works have been increasing consistently. The road has become an indispensable element of social and economic life as it enhances accessability and mobility, however, it has a downside of deteriorating our natural and living environments. Recently, there have been increasing voices which worry about the deterioration of environment caused by road construction and many road construction projects have been often facing various conflicts between project owner and various stakeholder. As the road related environmental issues do not occur in a certain area but rather occur along the vicinal areas of a road route and it is important to examine the possible environmental impacts at the road routing stage and reflect the results in planning of designing the road. However, the environmental review process at the early stage of road planning phase is very limited and the most environmental review rely on environmental impact assessment process which are carried our at the basic and/or detail design stages after the road routing is decided. Therefore, it often requires longer review process of environmental impact assessment due to the issues related road routing which, in turn, resulted in delay in execution of road construction projects. This research proposes the methods to evaluate the environment friendliness of road route for the most environment friendly road routing at the road planning stage, in other words, the methods to create environment friendly road routing with the minimal adverse environmental impacts and the evaluation methods to compare the environment friendliness of alternate road routes are proposed. The stage to apply the proposed evaluation model has been decided after analyzing the relationship between the existing road construction process and environment friendliness. To evaluate environment friendliness, a series of literature research was carried out to select the environmental elements to be considered during the selection process of road routing. Based on the results from these literature research, the environmental indicators consisting of 2 areas, 8 elements and 45 indicators which were utilized in development of evaluation model were selected. Weighting of each area, element and indicator were done by AHP teccnique while environmental scores were physically expressed by GIS technique and GIS based spatial analysis method was used for development of the environmental friendly route alignment model which were used to create environment friendly road routing with the minimal adverse environmental impacts and to compare the environment friendliness of alternate road routes. The developed model was verified by applying the model to the actual road route section and, using this model, the most environment friendly route was formed while the environmental score of the existing planned route was evaluated. The outcomes of this research enable us to relatively easily evaluate the environmental scores of the vicinal area of the planned road route using GIS based information. It will also help he road planners to select the most environment friendly road route alignment and thus proposed model will be able to function as an effective decision-making tool at the planning stage of road construction project. As the model does not only consider the environmental facotrs but it also consider economic and technical factors in decision making process. the proposed system will beccome a usefu tool for environment friendly national land planning.
