Abstract
교통시설공급정책의 한계를 극복하고자 다양한 교통수요관리 정책이 연구ㆍ시행되고 있으며, 본 연구는 이러한 연장선상에서 현재 국내에 연구된 적이 없는 HOT(High Occupancy Toll) Lane에 대해 국내 도입여부 및 효과분석을 실시하였다. 본 연구에서는 HOT Lane의 국내 도입을 위해 현재 버스전용차로제가 시행되고 있는 경부고속도로를 대상으로 IC에서 HOT Lane으로 접근까지의 최소차로변경구간과 HOT Lane으로 진입하려는 차량, 일반차로로 진출하려는 차량들의 엇갈림구간에 대한 교통처리방안을 제시하였다. HOT Lane의 효과분석은 평소 교통수요가 많아 상습적인 정체가 발생되는 경부고속도로의 기흥IC~수원IC 구간(5.2km)과 1개 차로가 HOT Lane으로 운영되는 것을 가정으로 서울외곽고속도로 학의JC~판교JC(8.3㎞) 구간에 대해 차선변경율(5~30%)을 고려하여 시뮬레이션 프로그램 VISSIM을 사용하여 각 시나리오별로 분석한 결과, 일반차로의 통행속도가 시행 전에 비해 1.57~2.62㎞/h 향상되는 것으로 분석되었다. 이는, 통행속도의 향상효과와 더불어 다양한 교통수요정책 연구라는 목적에서 볼 때 국내에서 연구가 전무한 HOT Lane이라는 하나의 교통수요관리 정책을 연구함에 있어 본 논문이 연구의 기초가 될 수 있는 자료로서의 의미가 있다고 할 수 있을 것이다. 또한, 버스통행이 향후 감소하는 시점에서 버스전용차로에 대한 효율적인 운영방안 중 하나의 대안으로 HOT Lane의 연구가 향후 구체적으로 검토되어야 할 것으로 사료된다.
Alternative Abstract
Currently, various types of TDM(Transportation Demand Management) policies are being studied and implemented in an attempt to overcome the limitations of Transportation Facilities Management policies. In this context, this paper has a purpose of determining whether the domestic implementation of the HOT lane would be beneficial by analyzing its implementation effects. This paper is significant in that no other studies have been conducted on the relevant topic in the past. The possible site of implementation selected for the following study is the Kyung-bu freeway, in which a dedicated bus lane is currently being operated. This paper provides the minimum length of distance required in between interchanges and access points of the HOT lane for cars to safely enter and exit the lane, and it also provides traffic management policies for effectively managing the weaving traffic caused by cars trying to enter and exit the HOT lane. A 5.2km section of Kyung-bu freeway from Ki-heuing IC to Suwon IC and a 8.3km section from Hak-uei JC to Pan-gyo JC have been selected as possible sites of implementation for the HOT lane, in which congestion occurs regularly due to the high level of travel demand. VISSIM simulation program has been used in analyzing the effects of the HOT lane under the assumption that one-lane HOT lane has been put into operation in these sections and that the lane change rate would be in between 5% to 30%. The results of each possible scenario have proven that overall travel speed on the general lanes have increased by 1.57~2.62km/h after the implementation of the HOT lane. In the context of developing future TDM policies, this paper is meaningful in that it could serve as a basic reference data for possible follow-up studies on the HOT lane as one effective method of TDM policies, and at the same time, this paper is significant in that it has proven the legitimacy of implementing the HOT lane by showing the improvement in travel speed on general lanes. Considering that the bus travel rate would continue to decrease in the future, wide range of follow-up studies on the HOT lane would have to be conducted as a possible alternative of efficient bus lane management policies.
