Abstract
어린이 보호구역이란, 어린이들을 차량통행으로부터 안전하게 보호하기 위하여 초등학교, 특수학교, 그리고 어린이집의 주 출입문을 중심으로 반경 300m 이내를 지정하고 안전시설과 통행규칙을 설정하여 따르게 한 공간적 범위를 의미한다. 최근에는 어린이보호구역 내 교통안전시설물 설치 의무화를 담은 도로교통법 개정으로 어린이보호구역 내 교통안전시설물의 설치가 의무화 되었다. 이에 따라, 본 연구에서는 어린이보호구역 내 교통안전시설물과 어린이 교통사고와의 영향 관계를 분석하고자 하였다. 분석 대상 지점인 화성시 내 어린이보호구역 초등학교 99개소에 대하여 교통안전시설물 설치 현황 및 통학특성 자료를 조사하고, 어린이보호구역 이용자를 대상으로 설문조사를 시행하였다. 이용자 설문조사 결과 과속단속카메라, 신호등이 우선적으로 필요하다고 응답하였다. 또한, 교통사고와 교통안전시설물과의 상관분석을 통해 신호등, 규제표지, 노면표시가 교통사고 발생건수와 강한 음의 상관성을 보이며, 통계적으로 유의함을 발견할 수 있었다. 이는 향후 어린이보호구역 개선사업 시행 시 교통안전시설물 설치의 우선순위를 판단할 수 있는 지표가 될 것으로 사료된다. 향후 연구 과제로는 지역 특성 및 현장 여건에 따라 우선순위 도출에 상이한 결과가 도출될 수 있을 것으로 예상되어, 최근 도로교통법 개정으로 인해 전국적으로 확대 시행되고 있는 과속단속 장비와 노란신호등 설치 등에 대한 추가 분석을 통해 보다 효과적인 교통안전시설물 설치 우선순위를 산출해 낼 수 있을 것이라 기대한다.
Alternative Abstract
A school zone means a spatial range in which a radius of 300m is designated around the elementary school and safety facilities and traffic rules are established and followed in order to safely protect children from vehicle traffic. Recently, with the revision of the Road Traffic Act, which includes the mandatory installation of traffic safety facilities in school zones, the installation of traffic safety facilities in school zones has become compulsory. The purpose of this study is to analyze the relationship between school zone traffic safety facilities and children's traffic accidents. In this study, data on the installation status of traffic safety facilities and commuting characteristics were investigated in 99 school zones in Hwaseong-si, and a survey was conducted for those who use the school zone. As a result of the survey, it was answered that speed enforcement cameras and traffic lights were needed first. Based on the number of traffic accidents in the past 3 years, 5 accident-prone points and 5 comparison groups were set as groups to compare the installation status of traffic safety facilities. As a result of the comparison, it can be predicted that the group with many traffic safety facilities installed has a relatively low number of traffic accidents among children in the school zone. It was found that traffic lights, regulatory signs, and road markings between traffic accidents and traffic safety facilities had a strong negative correlation with the number of traffic accidents, and statistical significance was analyzed. In the future, when implementing the school zone improvement project, it will be an index that can determine the priority of installing traffic safety facilities. However, there were not many data on traffic accidents involving children in school zones, which made it difficult to analyze them, and it was judged that it would be difficult to apply them to children's protection zones nationwide because there were only 10 samples applied to the correlation analysis. Different results of ranking derivation may appear.
