Policy based network management is becoming prevalent in network management of fixed and wireless networks. However, there is little work on policy based management of mobile ad hoc and mesh networks. In this thesis, we present a framework for policy based network management of hybrid wireless networks comprising mobile ad hoc and mesh networks. Our framework is inspired by IETF policy framework and some reported work in this field. Our framework focuses on policy provisioning and agent based actuation. The framework consists of three tiers. At the top tier, there is a Global Management Server (GMS) responsible for the overall network management. At the middle layer we have wireless mesh routers with Domain Policy Agent (DPA). At the bottom layer, we have MANET nodes containing local agents for actuation of low level policies. We primarily focus on Quality of Service (QoS) management. We propose a unique network state adaptive QoS algorithm. The proposed QoS algorithm is simple and is independent of underlying routing protocol. Due to the adaptive nature of algorithm with changing network conditions and load, best effort traffic does not suffer degradation as in other QoS routing schemes.
