Under the umbrella of WTO, trade in services has gradually been recognized as more significant than ever before. Trade in services can be viewed both sector-wise and mode-wise. Mode 4 in trade in services is described as movement of labor. This paper intends to focus on various aspects of service trade and the mode 4 that usually is denoted as “Presence of natural persons” while supplying service. This paper also proposes to explore the prospects for Bangladesh or similar countries in the current regime of service commitments made by selected countries. This paper also uses some statistical frameworks and portals to analyze the restrictions of selected countries in Mode 4.
Purpose of this study is to look into not only the facts how movement of labors played vital role in the economic growth of Bangladesh but also how Mode 4 of trade in services could be properly utilized in country like Bangladesh analyzing related issues. The country has been playing strong role in WTO’s LDC country group where the country is attempting to multi-featured trade opportunities. Next to RMG its economy is enormously utilized the labor sending abroad as the continuous growth of the inward remittance shows.
Prospects and problems under the low level of liberalization in mode 4 are focused and this study rounds off with a set of policy recommendations as well as importance of readiness for the policymakers of interested countries and academicians who want to study more in this area.
