The thesis concentrates on the legacy radio Tactical Data Link (TDL) and data communications. Specially, the thesis deals with several of the current research challenges and issues in the Commercial Off-the-shelf Ultra Mobile Personal Computer (UMPC) Tactical Data Link System based on the legacy radio for Network Centric Warfare (NCW). First, the thesis proposes the UMPC Tactical Data Link Model including tactical data systems, message formats, a message processing procedure, a push framework based on the legacy radio for the enhancement of the operation efficiency to aircrafts that do not have the data communication capability in low costs and short remodeling time. This is for providing aircraft and TACP without data communication capability equipped can get data communication capability at an economical price and promptly, and this supports navigation assistance and increases situation awareness, and fast target identification and attack. Second, the thesis applies the effective channel coding scheme to the EDAC (Error Detection and Correction) operation mode of UMPC TDL Model for reliable communication. Firstly, the thesis conducts and narrates various experiments and analysis for researching the legacy radio system characteristics and factors with various channel coding. Secondly, the thesis decides the optimal channel coding scheme to the each EDAC (Error Detection and Correction) operation mode of UMPC TDL Model based on results of the experiments and describes how to extend the scheme to the EDAC operation mode of UMPC TDL Model. It is to apply effective channel coding schemes to Hopping Mode, Non Hopping Mode, and Auto Mode. Finally, the thesis evaluates the performance of each EDAC operation mode. Proposed each EDAC operation mode shows effective performance. Especially, Auto Mode of the EDAC operation mode shows extraordinary performance in regardless of the hopping, non-hopping condition, and frame sizes. Therefore, it is possible to ensure reliable communication while establishing data communication by utilizing existing legacy radio systems. Third, the UMPC TDL Model evaluates in two different points, Effectiveness evaluation of UMPC TDL Model using DoDAF, Effectiveness evaluation of UMPC TDL Model using NCO CF. In terms of the effectiveness evaluation of UMPC TDL Model using DoDAF, UMPC TDL Model simplifies the process of Close Air Support (CAS) mission and consequently, reduces the kill chain time. In terms of the effectiveness evaluation of UMPC TDL Model using NCO CF, the thesis uses the framework, which is the Network-Centric Operations Conceptual Framework (NCO CF), to examine the effectiveness scores of UMPC TDL Model. By NCO CF, the UMPC TDL Model scores 0.64 for mission effectiveness. But, the Voice only Model scores only 0.18 for mission effectiveness. The degree of effectiveness scored by NCO CF showed that the UMPC TDL Model equipped aircraft had significantly higher performance (by a factor of 3.6) than those with only Voice Model. The effectiveness of UMPC TDL Model was verified by NCO CF.-
