dc.description.alternativeAbstractABSTRACT This paper reviewed the mechanisms of anti-dumping and safeguards measures in relation to the Tariff Reform Program (TRP) in the Philippines. Actual anti-dumping and safeguards cases and legislations in the Philippines were analyzed and discussed. Secondary data from government institutions were used in the analysis. Based on the number of trade remedy cases from 1993 to 2003, applications came mainly from the manufacturing sector. From the research, it can be observed that the evolution of tariff structure contributed to the concentration of trade remedy applications to the manufacturing sector, particularly, steel, chemical, and glass industries. Data indicated that the degree of distortion in the Philippine tariff structure increased from 1980 to 2004, that is TRP I to TRP IV. This implies that within some sectors, selected products receive unjustified high level of tariff protection. Further, policy reversals that occurred during the TRP l, TRP ll, and TRP lV suggest difficulty on the part of the government in sustaining tariff reforms.-
