dc.description.alternativeAbstractThe Internet development considered an outstanding revolution in the information age, which led to the digital economy, knowledge economy, e-commerce and the e-society which they greatly depend on Internet. Moreover, the strong cohesion between economy, management and modern technology; make the observer not easy to specify the role of each of them in creating the future options. But regardless of this cohesion and overlap degree; the final success result, remains in the capable hand which can employ this interlocked and interacted mixture elements to achieve the distinct performance in supplying, submitting services and goods production scope. Naturally, it is inevitable, that many changes in the structures, systems, manners, measures and communications has become created from this cohesion. The world has become open through the Internet portals which impose governments to enter the electronic world before others, to improve their services, the ways of services performance, and how can they be delivered for the citizens anywhere and anytime. Many countries in the world created their own portals, some countries did not start yet, such as the Republic of Iraq. Therefore in this research, we attempted to give an obvious vision about the adoption of e-government project implementation in Iraq. Where in chapter two, we identified e-government, e-services, and e-culture concepts. We also clarified e-government benefits, features, and skills. We presented the main steps to implement e-government project and phases, which should be followed in practice. We also presented the lessons from the previous studies, obstacles and limitations of e-government project implementation in Iraq. We investigated the readiness extent of the government organizations in the adoption of e-government project implementation, through a questionnaire, where in chapter four, we analyzed the results that led to draw the conclusions and recommendations.-
