Abstract
Alternative Abstract
This dissertation describes a risk and earned value driven system test and evaluation(T&E) process model to support a system development. The goal of the proposed model is to reduce risks and to manage T&E during the system development, applying early planning and continuous managing of T&E based on risk and earned value throughout the systems engineering process. The Test and Evaluation(T&E) process is a major part of the Systems Engineering Process(SEP) which focuses on ensuring that systems are delivered as defect-free as possible, functionally sound, and that they meet or exceed user requirements. The T&E process also provides significant contributions to the development decision-making process, generating data in support of trade-off analysis, risk reduction, and requirements refinement. Typical cost of Test and Evaluation of large systems is in the neighborhood of 40% of the total development life cycle cost. Currently, most projects perform T&E activities during a very late and narrow phase of the development life cycle, typically referred to as the Test phase. As a result, the overall development duration and cost associated with system rework exceed 20% of the development cost exhibiting a dramatic failure cost. Very often, this amounts to the 10% of the total sales revenue. Therefore, as we develop the high risk and advanced complex systems which require high reliability and safety, it is essential to establish the T&E strategy early and plan for T&E based on risk and earned-value. Accordingly, the main objectives of this research are as follows: 1. to establish the Integrated Test and Evaluation Process Model and demonstrate its effectiveness to a real R&D Project 2. to develop the Test and Evaluation Strategy and Planning Methodology in consideration of risk and earned-value management of system test events 3. to develop the Integrated Test and Evaluation Management Schema associated with systems engineering process in applying computer aided systems engineering tool 4. to develop the documentation templates for TEMP, which are in-process reports documenting the results of test in support of the system T&E activities. The Computer Aided Systems Engineering(CASE) tool, Cradle of 3SL company in England, is a primary tool used to implement the T&E Process Model. In order to verify the utility and the effectiveness of the model, a case study on the canister of missile system was carried out. The results demonstrate that the model is efficient and effective for concurrent engineering of system test and evaluation.
