dc.description.abstract | 전 세계적으로 정보 통신 기술 (ICT)은 난민 들의 사회적 포용을 위한 사회 공학적 도구로 사용 되어 왔다. 정착 지역 사회에서 커뮤니티 기술 액세스 (CTA) 프로그램은 ICT 액세스 및 난민 기관 및 복지 구축에 사용을 촉진 해 왔다. 확인 된 이니셔티브에서 의도한 관점을 전달할 때의 비효율성으로 인해 난민들의 사회적 포용을 가능하게 하는데 있어 효과적인 ICT의 종류 들에 대한 관점을 탐색할 수 있는 연구들을 출발시키게 되었고, 이는 기존의 관습적인 논의를 넘어서는 내용이었다. Sen (1999)의 기능 접근 방식은 ICT를 사용한 참여자의 가치를 파악 하는 데 사용 된다. 심도 있는 인터뷰와 다양 한 초점을 맞춘 그룹 토의에 대한 분석은 Nakivale에 정착한 113명의 응답자 (18~61세)로 부터 경험적 테마를 생성했다. 이들 응답자들은 유저들에 의해 식별된 가치의 활용성을 강화하는데 효과적인 ICT의 종류에 대해 설명을 했다. 교육 경쟁력을 갖추기 위해서 ICT는 무료 교육과 도서관 접근과 연관 되어 있어야 하고, 그룹에 집중되어 있어야 하며, 물리적인 지원과 연관 있어야 하고, 마지막으로 멘토링 프로그램을 제공해야 한다. 사회적 자본을 활용 하려면 더 포용적이어야 하며, 기본 난민들의 인권을 위한 정책으로써 증진되어야 하며, 분권화 되어야 하고, 다른 난민 ICT 시설들과 연결 되어 있어야 한다. 응답자들이 확인 된 기능들을 상호 연관 된 것으로 간주 하기 때문에, 각각에 대해서 분류되어 있는 4 개의 주제는 8 개 차원의 ICT 모델로 통합 되었고 확인된 효과에 따라 순위가 평가되었다. 생성된 모델은 사용자의 역량 요구에 대 한 응답성을 조명하는데, 종합적으로 난민들의 복지와 에이전시의 난민들의 어려운 삶에 대한 관리를 회복을 조성하기 위해 효과적인 것으로 파악되었다. 마지막으로, 연구에 대한 제안 및 추가 연구 부분이 서술 되어 있다. | - |

dc.description.alternativeAbstract | Globally, Information and Communication Technologies (ICT) have been used as a social engineering tool to engender refugees’ social inclusion. Among settlement communities, the Community Technology Access (CTA) Program has promoted ICT access and use in building refugees’ agency and well-being. The identified initiative’s ineffectiveness in delivering its intended prospects has prompted a study that goes beyond the conventional debate on use and access, to explore perspectives of the kind of ICT that is effective in enabling refugees’ social inclusion. Sen’s (1999) capability approach is used to identify what the participants valued achieving using ICT. Analysis of In-depth Interviews and varied Focused Group Discussions generates empirical themes from 113 Nakivale settlement based respondents aged 18-61 years; which delineate the kind of ICT that is effective in harnessing users’ identified capabilities of value. To enable educational competence, ICT should be: linked to free education and library access; group focused; linked to psychosocial support; and to a mentorship program. To harness social capital, it ought to be: more inclusive; promoted by policy as a basic refugee right; decentralized; and linked to other refugee ICT facilities. Since respondents regarded the identified capabilities as interrelated, the four themes categorized under each are consolidated into an eight dimensional ICT model and ranked according to perceived efficacy. The generated model, which illuminates responsiveness to users’ capability needs, taken together is perceived as effective in fostering refugees’ well-being and agency to regain control over their disrupted lives. Finally, recommendations of the study and further research suggestions are elaborated. | - |
